What is the best free web design tools i can get?

I am working on a website and i need a realy good but free web design kit if anyone has any suggestions i would be thankfull.

    I prefer Aptana Studio for heavy lifting and Notepad Plus for every day work. (Both free. Aptana makes Microsoft Office look like a trivial little bit of code – it has more add-ons than Microsoft has bugs.)

    Aptana Studio is a great starting point. It is an IDE based upon Eclipse which is a very common platform.

    With Aptana you can write Ruby, PHP, Javascript, HTML, XML and CSS. The environment helps you manage your project and files. It also maintains a local history of changes to your files in case you need to start over.

    Because it is Eclipse based you can add most Eclipse plugins to add stuff like Perl editing, Subversion support, and more.

    Aptana has a lot more features than I could list here that make it a great professional IDE.

    You are going to need an image manipulation program to design. A free tool for this is http://www.gimp.org/ Your also going to need a way to type the markup code. You can use Microsoft visual studio express, get your free copy here http://www.microsoft.com/Express/ Then I recommend writing your style sheets with this free firefox plugin called firebug.     depends what you want to do. dreameaver is pretty good but I prefer to use CMS packages. That way I stay dynamic with links and all updates go online straight away and i can do that anywhere in the world. I usually use Exponent cms.     hmmm… if you are really looking for the best it’s not really for free. Adobe Photoshop and Dreamweaver is a good duo for web designing.
