What is the best forum building tool?

I am leaning toward getting PHPBB, since it is free….LOL. It also looks good too.

I have also heard of Vbulletin, and think there is an Adobe application/dreamweaver extension for building forums?

Anyway, which one is the best? ,meaning, user-friendly, and has a nice look??

    Dreamweaver is the best possible tool you can get for web design, however it wont do it for you. You have to have experiance when using PHP and all its tools.

    MyBB is free and easy to use.
