    Sure. You can set up a WAMP on a windows machine, for testing purposes…I’ve done it by installing MySql and XAMMP on my windows xp home box. Worked fine…again, for testing only.

    If you want anyone to actually SEE your joomla site, say, on the interwebs…you’ll need a server.

    NO you need apache mysql and php to run joomla.

    You can use NetBeans 6.5, with JavaEE to do it with ApplicationServer. Joomla! doesn’t have a plug-in, so you would have to ask on the NetBeans forums — which I have glanced at several discussions of people using NetBeans PHP Joomla! AJAX with POJO has plug-ins, the tutorials, etc. in NetBeans.

    I assume you mean, "use Joomla" that you mean write code using the Joomla! framework.
