any application to build joomla template?

i have seen joomla templates ready for download but what if I want to build my own is there some sort of a WYSIWYG joomla site builder?

    A lot of people use Artisteer (www.artisteer.com) for Joomla template.

    I usually just design my own using Photoshop and Dreamweaver.
