Inspirohost is very very reliable and starts at around 5 bucks for a LOT of space and bandwidth. Their support team is replies within minutes of opening a ticket and is very helpful, especially for newbies like me.
I have been with http://www.attackgaming.com for a while now. They have great pricing and will even go as far as designing your website. 24/7 Support via msn and ticket system. I have yet to experience any downtime with with my websites.

Check the quality of the customer service. Most important. Godaddy.com is cheap, but you feel like one in a million over there. So I don’t use them anymore. Now I get my web hosting at http://www.omnis.com/. And just use GD for domain registration.
